можно ли назначить ширину виджета на половину доступной ширины экрана и сделать это с помощью декларативного xml?

Если ваш виджет кнопки:
<LinearLayout android:layout_width="fill_parent"
    android:layout_height="wrap_content"
    android:weightSum="2"
    android:orientation="horizontal">
    <Button android:layout_width="0dp"
            android:layout_height="wrap_content"
            android:layout_weight="1"
            android:text="somebutton"/>

    <TextView android:layout_width="0dp"
            android:layout_height="wrap_content"
            android:layout_weight="1"/>
</LinearLayout>
Я предполагаю, что вы хотите, чтобы ваш виджет занимал одну половину, а другой виджет занимал другую половину. добавить ориентира
установите процент в 50%
ограничьте свой взгляд на направляющую и родителя.
